Actual water volume v. tank capacity?

You could think of it this way. If you had a tank 1/2 full of water, would you dose according to the size of the tank or the amount of water in it?
 
Dose by the water volume in the tank. If you have a 10G tank that is full and add 1 measurement of nutrients then you have done the right amount but if you have a 20G tank that is only 1/4 full (for some reason) you schouldn't add 2 measurements because then the water will have 4x the amount of nutrient that the 10G has which can be harmful to plants and fish.

This isn't really clear but I hope I got the general idea across.

Dose fertilizers based on true volume... we are aiming for a certain ppm of each nutrient in the tank water. If you dose based on 10 gallons, your "ten gallon tank" will be about 20 - 25% overdosed.

Using Chuck's calculator, you can put in 68 gallons and determine the actual mix you need if you are using dry ferts. If you are using commercial ferts... I dont' know!
