Yes! You're talking about creating a refugium. Search the DIY and the Marine Newbie forums for threads. You should find lots of info. If you're not sure how to do a search, re-post or PM me and I'll step you through it.
I'd put a 36 watt light over it, add some chaetomorpha and a starter kit from IPSF or Inland Aquatics and let them have at it.
