How many emperor tetras for a 25g?

I have a heavily planted 25g tank that only has 4 siamese algae eaters currently. I'd like to add a nice group of small schooling fish to make the tank look better. I'm thinking of the emperor tetra but i'm not sure what is too many for this size tank, and i know they can fairly big. would a dozen be too much?
 
If I remember correctly emperor tetras are not a schooling fish. The males are also bery aggressive towards each other and will fight to the death. How about 6-8 Jumbo Neon tetras or Cardinal tetras?
 
Where are you getting your information Chrisp71MO? Emperior tetra do school and males definately do not attack each other.

TonyMuffTana: 12 would be pushing it but it could be done if properly maintained.
