Will 2 Damsels a Clown and a Coral Beauty Angel do alright in a 135 tank just set up. I get the tank sunday and am taking the cc out and adding the 200lbs of sand and im keeping the live rock wet and putting it back in when the water clears. Will the tank be alright to put the fish in that night?

Nope :)

even if this is a somewhat of an established tank, it will go through a cycle again. Since we no longer cycle with fish it would not be a good idea to add fish until things have settled down.

With your LR, make sure that you keep a good water circulation going to provide the rock with plenty of O2. You may end up having it out of the main tank for a few days while the sand is settling down.
 
Can I keep these The Coral Beauty Angel and the Clown in a 10 gallon until i can put them into the 135, and put the two damsels in their to help cycle the tank?

The 10 will start to cycle with those fish in there and they just won't make it. You would be far better off if you could find a friend or lfs that would board them for you until your tank is cycles. As to the damsels and all ethical questions aside no it really won't work well at all. The tank will be cycled for 2 damsels and as you add other stock it will go through mini cycles. Damsels are also VERY hard to catch especially in a tank with l.r. I would take out most of my l.r. and put it in some sort of holding container with plenty of water circulation and maybe some light if it has critters growing on it. Then throw a cocktail shrimp or 2 in your tank and let it go. You could also throw in the shrimp with most of your l.r. in your tank. You would have a somewhat quicker cycle but, you will loose a lot of the beneficial inverts on your rock.

the tank is currently up and running right now with a cc substrate but im changing it to sand and putting the tank back up, wouldnt the live rock still have the bacteria to break down the ammonia and nitrates. It doesnt have any critters on them as far as i know. Can i add the sand and the liverock and have enough bacteria to withstand the fish because my lfs wont board i dont think and none of my friends have saltwater around here. If they absolutely cannot be added then i will have to give them back to the lfs and buy them back but wont be the same ones :(
