Layer of scum/muck on aquarium?

In my large freshwater tank, a thick ugly layer of scum always develops on the top of the water in about 3-5 days.
I've been siphoning out this water using my python, but I was just wondering what it was.

Do you add anything to your water, like ph up or down, or water conditioner or the like? What are your parameters (ammonia/nitrite/nitrate/ph etc...)....

edit... how long has this been going on for, and how well established is your tank?

It's actually pretty common. Depending on your filtration, you might want to look into a surface skimmer (or surface extractor). This attaches to the intake of the filter and pulls water from the surface as well as lower in the water column, and prevents the scum from forming.
