betta home? is this sufficient?

I'm interested in keeping a betta. Did some searching around and decided to use the Eclipse System Three. I was wondering if i can use my current aquarium water and skip the cycling process? Also can I keep 1 or 2 catfish in there with him to feed off the food that falls to the bottom and ofcourse on any algea growth? Should I use live or fake plant(s)? Would I need to oxygenate the water or do i leave that alone since there will be some surface moment due to the filter? Thanks for all your help.
 
The three is good. You need a heater for it, a reliable 6" 25 watt should do the job.

You really can't put any more fish in there. MAYBE a couple of ghost shrimp or a snail, but that's still pushing the bio load.

I wouldn't worry about cycling it. If you had access to healthy cycled tank water/gravel/filter media I'd use it, but you don't have to worry too much about it.

The filter will provide more than enough oxygen, since the betta will get oxygen from the surface, not from the water itself.

It would be a great tank for some duckweed, java fern, java moss, or other easy plants.
