Since there's no algae on the glass, we've ruled out the green spot algae which you'd just need to scrape off.
Is this a 10g? I think I remember you saying that's what you had, once upon a time.
How much lighting (type, quantity and duration per day)? How many fish? What filtration?
pH? KH? NO3? PO4? (assuming that NH3 and NO2 are 0)
Sunny, 2x15W incandecent is not very much light. So yes, it will affect the plants. But folks have been keeping aquatic plants since before fluo was generally available. It's just more difficult (IMO) and you have a smaller selection of plants.
My biggest beef with incandescent is the amount of heat given off.
