Lighting Concerns

I am purchasing a 30G tank. Will the standard black hood be enough for average plants, or will I need to use shop lighting? The hood is a "deluxe" one from All-Glass-Aquarium. It has one bulb, one of the fatter ones.

How many watts/lumens would I need for such a tank?

Any help is appreciated... thanks!
 
Usually I'd go with about 2-3 watts per gallon. And go with a 6000K bulb because it is close to sunlight and will encourage plant growth. The light it self should have a bluish look to it.
