Will I be overstocked?

I have a 29 gallon tank with 10 Rummy nose tetras and 11 Cardinal tetras. I plan on getting 4 Otto's in the next couple of weeks. After that I thought maybe I would get some more tetras if it was possible. Will my tank be overstocked if I get some more tetras after getting the Otto's?
 
Once the tetras are full grown, you will be overstocked. Not by much, since the rummy-nose and cardinals are low waste fish, but I wouldn't add anymore.
 
Those are sizable schools. After the ottos I wouldn't add any more fish, esp mid level swimmers or things will just be crowded. It always seems funny how crammed the fish store tanks are and how well the fish seem to do but remember that those tanks are usually hooked to a large sump system and have massive water changes daily.
 
...and normally the fish in the store are only there short term, very few grow to full size in those crammed tanks. Most are sold in a relatively short period of time. Your home tank will (hopefully) last you for years.
