inch/gallon rule question

What kind of tetras? Smaller ones like neons, I'd say you could keep 6 as long as you keep up with water changes... bigger ones maybe 3.

It really depends on what kind of tetra. Many get too large to consider. In a 3g you might be better off with another type of fish; tetras really like to be in groups of 6 or more and I don't really think you've got enough room for 6 of even the smallest.
Would you consider something like a betta and 3 or 4 pygmy corys? Or maybe 2 oto cats and a male guppy or two?

they are 2 von rio tetras and black tetra. so you think i should look at other types of fish to put in this tank. i dont know much about fish so you guys are my fish masters. thanks.
 
I'd look for something different, I don't know a lot about the tetra's you mentioned, but most tetra's get over an inch long, and like groups so they really aren't feasable for a 3g tank. one beatta would be OK with a filter, heater and decent maintenance, but most of the really interesting little fish like to be in groups so you kind of run out of options.
