Is there any sort of condition where one of my fish will come down with frayed fins or does it just mean that another fish is biting /terrorizing him?

It can be either fish nipping at his fins or fin rot or fin fungus. If it is just nipping, it can become infected or even be deadly. If it is fin rot, it is caused by a bacterial infection and must be treated with salt, melafix, or anitbiotics. If it is fin fungus, it is caused by fungus and must be treated with an appropriate medicine. Fin rot and fin fungus are both caused by (usually) less than ideal water conditions and more frequent water changes/gravel vac-ing will help prevent it in the future.
