Aquarium safe paint?

Is there an aquarium safe paint I could use? This would be INSIDE the tank. I would like to paint my outtake and in take tubes black in order to "fade" into my black back ground a bit.

Do you have to paint inside? why not outside. as per the tube you can use PVC they come in grey, black, white, blue etc
