For some reason a timer doesn't work on my lighting system. The way I usually turn the lights on required me to hold down the button for a couple of seconds. I am guessing this is why a timer doesn't work. Are there any suggestion on how i can fix this problem?

Yup, you need a starter. Basically what you do when you hold down the button is you allow a flow of electricity to begin exciting the phosphors in the tube, then once they've warmed up, the light will fire up. A starter basically allows a trickle of electricity through all the time to keep the phosphors ready, in a manner of speaking.
