Filter Slime on over flow

On my Penguin 170 bio wheel filter, im getting this whiteish color slime that has formed ont he overspill part of the filter that gets dumped back into the water after it has passed through the bio wheel. wondering if i should leave it be? or wipe it away??? thanks for the help in advance.
 
I'd wipe it away. It probably isn't harmful, but it might impede water flow at some point. Sounds like it's just a thick coat of dead bio-film.
 
I'll guess that your KH or GH is above maybe 6.

That is hardwater deposits usually, if it is sort of crusty under the slimyness. A clean toothbrush and some vinegar will help, if it bothers you. Rinse before returning it to the tank, of course.
