white gunk?

So my tank's been running for about 3.5 weeks now, and there's this strange white gunk that has started covering everything in high-flow areas-- the heater (adjacent to the filter intake), decorations near the filter intake, the intake tube itself, and the filter itself, though ironically, it dies off just around the carbon filter and starts up again post-sponge, and into the 'waterfall' opening back into the tank.

I've been putting in this product called 'Stability' by seachem (www.seachem.com).

Any idea what it is? (the fuzz, that is)
 
Could be some type of harmless precipitate from the chemicals. I saw something similar once on a tank that had a waterchange and too much Novaqua was added.

I would treat it like algae-wipe it off and siphon it out with a water change and see what happens. I am also a proponent of no chemicals unless there is a specific need, so if your tank is cycled properly, stop using the chemical and see how it goes.
