Water Change Question

When doing a water change and then adding in the water condtioner to get rid of the Chlorine, do I add enough to treat only the new water I am adding or enough to treat the whole tank.

Instructions

The instructions on the bottle ought to tell you, I know that Prime specifically says to dose the entire tank if you add water to the tank then dechlorinate, but if you mix in a bucket first you may treat just the volume in the bucket. I dont' know why that is so.
