water height in wet/dry DIY filter

I am building a wet/dry trickly filter. Do I want the media (bio balls) to be covered completely in water? Or not at all, or partially submerged? How much distance do I want from the drip plate to the bio balls?
 
you want the bio to be above water or else it wouldnt be a wet/dry. the drip plate height dosent really matter mine is packed so its almost touching the plate i wouldnt want it too high or else the water might not be as evenly spread over the bioballs.
