Submersible Heater Question

I've got an Ebo-Jager submersible heater as an upgrade from a hang-on-tank cheapo heater. On the instructions that came with the new heater it says to only keep water to the line, yet I see pictures of heaters that are fully underwater, power cord and all.

Are only certain heaters fully submersible like that? I'd prefer to have my heater farther into the water and a little more hidden than it is now, but I don't want to electrocute my fish or blow a fuse or two.

All the Ebo-Jagers are fully submersible, at least all I have known and had. Thank our neighbors to the north - their requirement is that no full-voltage equipment can have its power cord submerged - i.e., only low-lotage equipment can be certified as submersible.

Manufacturers will not produce separate and distinct packaging for two contiguous markets with mostly one common language, so the most stringent requirement wins out.
 
i got a question too then..i have a visitherm 300 watt submersable heater..can my heater be fully submerged underwater too??
 
they told me that was the minimum water line as well. It needed to be submerged at least up to that point.
 
I have been keeping visi-therms underwater for years, they are fully submersable as well. I have heard that early model visi-therms were not, but everything I have purchased in the last 12 years has been.

Since this thread is talking about heaters I have a quick one:

I bought a Thermal Compact submersible heater (100w) for my tank around October 21. Untill recently, I use to have it turn on at 76 degrees F. During the day, the temp would climb up to 80 or so because of sunlight and the ac in the dorm.

I reset it to about 78 degrees or around there just yesterday and now it heats the water up to 82 degrees! My cory catfish are flipping out with the new temperature. Is it defective? Or can I not get it to set right? I've unplugged it and am using an old heater in the mean-time to keep it from going below 76 degrees.

The heater has 76 and 82 as two of the preset numbers for tank temperature, but I figured there was a way to adjust it to a temp between the two by placing the dial in the gap. Guess I was wrong. :(
