The gauge on my CO2 tank currently reads approximately 700psi, which is still in the green. When is the best time to refill or exchange for a full tank?

It is now out of liquid. It will drop rapidly from this point. Keep an eye on it.
When it gets to 600psi, replace/refill it. It will have a minute amount of gas at that point.

You were absolutely correct. I did find a small leak at one of the connections yesterday, which I easily fixed. I wonder how much CO2 I wasted over the last 5+ months. The local welding supply shop will exchange a full 20lb tank for $9. Should have taken care of it yesterday. Thanks for your input.
