Depends. For adult fish, and most predators, it's a good thing to do periodically. Also helps clean the tank a bit--less waste production. For fry, I wouldn't since they need lots of food to grow.
if you have a planted tank most fish can nibble on them and snail eggs (if you have snails) and algae so you could go weeks without feeding depending on your setup...
I fast my fish regularly. It helps keep the SAEs, oto and pleco interested in eating algae - if they're too well fed sometimes they completely ignore it! It's never hurt my fish AFAIK, and I've read that it's good for their digestion to get a periodic break.
I'm one for skipping a couple days feeding every week. My wife on the other hand feeds her fish twice a day.
My tanks are usually cleaner and my fish appear to be happier more active and swim around more .I do waterchanges every week( saturday) but only vaccum the gravel every other week.I fast my Fish on Saturday after waterchanges and wednesdays.
Her fish are Fat and lazy they don't swim around that much except to swim to the top of the tank for food. She also has to do weekly waterchanges with gravel vaccuming.
If I was starting a new feeding routine I'd fast my fish.
Its up to you as the fish keeper to determine a feeding schedule.

I fast my fish every weekend. Not because I want to but because I leave every weekend. My fish do fine. Then Sunday when I get home a clean and vaccuum. I figure that if they are really hungry they can eat alge and the plants. But they don't.
I normally don't fast my fish unless I have to (ie:vacations), though I will feed them very lightly some days...particularly the day after a really good feeding.
