Is he a new addition to the tank? I've seen a lot of people post about their new fish doing 'the elevator' (cute name!) - they usually calm down after a couple days and start swimming around normally.
If he's not new, he could be stressed by something.
He could also be trying to get your attention - my angel recently started ripping plants apart, and I realized he's asking to be fed! In the past I have seen him poking around the plants looking hungry and fed him, and he's done the math and realized that this behaviour makes food fall from the sky! They're pretty smart fish

It's a new tank for him so it must be stress related. I will wait give him time to get used to his new home.
