UV filter question

I have a double helix uv sterilizer that I was using for my small outdoor pond. I used it in the summer to keep the algea under control and it worked really well. I had to replace the pond due to a dog getting in it and putting a small hole in the bottom. getting to the point....

I go to get all the stuff for the new pond to find that the bottom half of the filter is MISSING. I dont know what to say to that...
but that means that the bulb, ignighter, and balast are missing. all I have is the piping and housing. I do have a spare bulb, but I do not know what ballast and ignighter I needed. I believe it was 18watt. is it worth it to fix it, or just get a new one?
 
I'm not too familiar, but I suspect that it might cost more to get the replacement parts that to just buy a new unit.
