Pop eye?

I have a community 10-gallon tank with some tetras and some swordtails (5 total). Two of the tetras are black tetras, but the black color of their stripes has never been very pronounced. Today I noticed that one of them, however, is suddenly very dark in color. It looks like someone took a black permanent marker & colored his black stripes in....that's how dark it is! Its eyes are also bulging out. I read about pop eye on the web, but I'm not sure that's what it is. The fish does not seem to have any kind of clear bubble over its eyes, like many of the websites say it should. None of the sites I looked at mentioned a change in color. Also, the fish it not swimming a whole lot - mainly just resting on the bottom. Could this still be popeye, or are there any other suggestions as to what it could be? I had the water tested just a week ago, and everything was fine. The other fish seem to be sympton-free, and are eating well.
 
how long has the tank been set up? just because the water was fine a week ago, does not mean it still is!! I don't have any experience with popeye, but you could still have it even though it doesn't fit all the criteria! I would do a water change and test your water! a test kit is a very good investment if you don't already have one!

I am also a Blackskirt tetra owner. I have noticed that their colours vary. Some days they will be dark, just like yours, and other days they will be so silver in colour that you don't see any black at all. They tend to get lighter as they are stressed, like when you turn the light on in the morning, or do tank maintenance. Also, mine seem happiest when they are darkest.
