Help! With Oto! (PIC!)

Hey everyone
I just noticed this morning that one of my otos had red near the bottom half of his body. It almost looks like he's bleeding?? I'm going to try to get a pic, but if anyone knows what this is or could be, could they suggest something? Everyone else in the tank seems fine. Thanks!

I tested the water yesterday:
Ammonia: 0.4mg/L
Nitrite: 0.2mg/L
Nitrate: 4mg/L
I'm assuming the ammonia is the problem. Think so?
 
That would be my guess Ems. Otos are sensitive, so it may be that it's the first fish to show signs of water quality issues even though your other fish seem fine. I'd do some water changing to get that ammonia and nitrite down as low as possible.

That would be a good idea until you can get the cycle completed. Also, otos generally do better if introduced to mature tanks with some algae (and live plants are a huge plus), although they can be kept well-fed on algae wafers and various veggies.
 
This tank has live plants, and I have some cycled media from other tanks in the bottom sump tank. I have been feeding wafers until some algae develops.
