Fuzzy White Cotton balls are in my tank

I just noticed I have these fuzzy little white things about the size of a BB pellet on the bottom og my tank.They almost look like the are encased on a clear membrane almost like an egg.They seem to be aroudn the root of my plant and on a couple of the leaves as well.Anybody have any idea what it could be?
 
I think I have a similar thing...are they all over the glass and float around?

I think it's some type of fungus or protist from the information I've found. Supposedly it's supposed to go away after your tank is cycled, which may be why mine is still there...but it's been nearly a month.

I've noticed it seems to go in cycles.

1) white dusty film on the glass, plants, and wood
2) elongated "dust" forms cotton balls on the end
3) the cotton mostly disappears, but you get long strands of cob-webs all over the tank
4) cob-webs seem to vanish, reappearance of dusty film on glass.
