cloudy water in new tank for 2 days not clear yet

I filled my tank up yesterday and had the filter running since but my water is still very cloudy I can't even see the live rocks. Here's the order I did

Sand
live rocks
fill water
added salt

THe only filtration I have is my w/d

water goes from the top to the bio balls then flow through the media filter then to the other side of the sump then pump back to the top... should I put another layer of media filter between the bio balls so it can go through there first then through the bio balls then through another layer of media filter? The current layer of media filter is tiny about 4x6 only it's a Del Rey w/t

thanks kim... I'll let it sit around for a few more days see what happens. But this darn lifetech pump I just picked up today is extremely noisey I don't think I can sleep to night w/o turning it off. I might have to leave the filter off tonight and go buy another pump tomorrow morning... will that be ok\?
