Tiger barbs and lights.

Hi, hope someone can help. I brought six tiger barbs for my tank 3 weeks ago and have had no problems with them apart from they tend to huddle at the bottom or under the plants when the light is on. They range around the tank pretty freely when the lights are off so I'm wondering if the lights are too bright. I've got two 18 watt lights in their, one Arcadia tropical glow and the other the standard light that comes with a Juwel Rio 125. Could this be too bright for them or is there some other reason, I know they are mid to bottom dwelling any way but this seems odd.
 
The light could be bothering them. In nature you'll see that alot of fish aren't right out under the blaring sun, alot of them are in the shade, under a plant, etc. I think most fish would be happier with the ambient room light rather than having a light on over them. From what I have seen, tiger barbs are not usually bothered by having the light on, but it seems that yours are. They should be settled in after three weeks...
