Oil on surface

I just set up my tank for 5 days with so far water and rocks and sand.

78 degrees
no light,
protein skimmer set up but not on

There is a layer/flim of oil or some foggy substance on the surface of my water.
 
What do u mean by activated carbon?

i do own a water pump with filters and carbon, but i was told that I wouldn't need to use it, just the rocks on the Protein sifter. Will the LR clean that film by itself? Any idea what it is? or how it got there?
 
Activated carbon is a form of added filtration that can be applied in many ways, as long as water flows through it constantly, it'll help. When it's activated, it attracts all the little foreign objects onto it and filters out your water of general murkiness/cloudiness. A lot of filters come with a place to put carbon, or carbon already built into the system.

Surface agitation would be any sort of water movement directly involving the surface. The best way to do this is with any sort of hang on or skimmer that pours water back into the tank, agitating the surface. :)

it doesn't sound like your simmer is doing the trick or you have your intake too low. The oil is prbly fats off of critters on your l.r. Your clean up crew won't do much with it as they can't come in contact with it. I'd try adjusting your skimmer or running a filter pad , acitvated carbon etc. That should remove the scum.
 
The skimmer is <o f f> right now, should i turn it on? It's only been 6 days now since i set up the tank.

Nothing wrong with running the skimmer now if you like, to break it in, but to be honest its somewhat redundant as you will end up changing most of the water in the tank post cycle.
