difformis and sessiliflora rot

On both my hygrophilla difformis and sessiliflora plants the top thrid of them are healthy and growing but the bottom 2/3rds look to be dying. The leaves are turning brownish and curling up a little.

I have a 33gal tank with 55watts of lights, substrate fert, and no CO2.
Any suggestions?
 
Not enough light getting to the bottom.

You might try more light (you're below 2 wpg) or separating the plants a bit so that light can penetrate deeper.
