why don't stands allow room for HOB filters?

Awhile back I got a 20-gal long tank, which was 30" long x 12" deep. I have a Penguin HOB filter that needs about 3" clearance. All the stands I found seemed to fit the tanks exactly without leaving any room for the filter. I didn't want a big gap between the wall and stand because it was in my living room, so I ended up getting a stand that was really made for a larger tank. Almost all stands have open backs for accessing equipment, so why aren't they made where you can put them next to the wall and still use a filter on the back?
 
they make them to hold the tank. it would just be wasting materials if they make it larger than the tanks footprint. 3 inches away from the wall isnt too much. even my tanks that use wet/drys need some space since i drill my tanks in the back instead the bottom.
 
they make them that way cause they want everyone to use wet/dry and/or canisters. so we can spend more money.

Buy a 3" piece of wood, and stick it bewteen the tank and the wall. There you go, beautiful removable flush mount custom tank kit. :spam:
