Cleaning old tank

It has this residue on it that ive resorted to just scraping it off with an exacto blade. What would this stuff be?? It was a used tank. Second, I used cleaners, allll kinds of cleaners, despite warnings not to, but there was just so much GRUNGE that I felt I HAD to try something. I thought it may be calcuim deposit, even tried CLR. Didn't work.

How many times should I rinse this before starting my cycling to guarantee there is no cleaner residue? I want to be safe.
 
It's probably mineral deposits.
I would use a light bleach solution 10 to 1,with really hot water.
Scrub it down really well,then rinse it really well.
Then fill it up with water and use like 3 times the amount of dechlorinator.
 
Just a thought...
Are you sure it doesn't leak? Often tanks that have sat for a long time leak because the seams dry out and pull away from the glass.
 
Oh i KNOW it will leak. I have plans to reseal it. Just a light scrub on the seal made it peel away.
