I have a 29 gallon tank with an all gravel substrate and 38 watts of lighting. I was wondering if anyone could recommend some good background plants for my tank. I have tried Hornwort and Anacharis but I cannot keep them buried in the gravel. Thank you!

Some of my favourites are Limnophila sessiliflora, Ludwigia repens, Vallisneria americana var. biwaensis, Hygrophila polysperma, and Rotala rotundifolia.

You have lower light, so you'll have to take that into consideration. I also have lower light (a 28 gallon, close to same size, too). About 4 months ago, I bought an Anubias hastifolia and I love it. I wish I had bought more, but the store doesn't have them any more. It looks like an arrowhead.

Because of you low lights I would try either cryt retrospirlis or Hygro.
