I have 20 zebra danios in my 90g and most of them are always at the upper 1/4 of the tank. Is this normal?

My danios do the exact same thing in our tank. The top half is their "territory" so much so in my tank that the rest of the tankmates rarely if ever go up there, even for food... Trying to move the danios to another tank cause they are causing everyone else to starve in there.
