I have a java fern that I just bought. Today at my lfs, I got new bulb for my light(regular kind) and I saw a red light next to it on sale, so I got that too just for fun. How do you think it woud effect my fern(or my fish for that matter)? I don't have any expernce with live plants, so any help is appreciated.

The photosynthesis process supposedly uses more light in the red spectrum, so a red light should benefit plants more. In reality, there is very little evidence that a red light benefits plants more than regular white light. As long as the wattage is there the plants will benefit.

I doubt your fishes will notice or care about the color difference. I change from 6,400k, 10,000k, and 50/50 lights all the time and they behave the same.

that 2-3 wpg is flourescent light... which is far more efficient then incandescent.

40 watts of regular light is closer to ~ 10 of flourescent. In addition, it's probably the wrong color temp for the plants.
