What kind of fish is this.

I got this fish from a friend who told me it was a Tetra. Anybody know what kind of Tetra it is or if in fact it is a Tetra?

I may be repeating what socal said, but at my LFS they have those (or something that looks very similar) and they are long finned serpae tetras. I think they also call them red minors?
 
Thanks for the info. My guess was serpae tetras but my fish were pale in comparison and have wispy fins. So the reference to "leucistic" might well explain some of the differences. Well that gives me something to go on. Now I need to figure out if there is something missing in their environment as they appear a bit stressed and I already treated one for a mild case of ich. BTW, I tried to display the pic in my message but could not figure out how others did it... I am fairly new to forums...
 
to me, that looks like a hybred bleeding heart tetra...
 
It's deffinitely a long finned serpae tetra (labled red minor at petsmart).........if it's not leucistic, it's just very stressed out.

My phantom tetras turned white while they were in the bag when I first got them, but now they stay a solid black color. After it's had some time to settle in, I wouldn't be surprised if your fish darkens in it's red color.

I have 6, they are awesome. The dominant fish of the school gets super long fins, much larger than normal.
