If your tank is less than 5 foot--I wouldn't add the tang. They need lots of swimming room, and will be prone to illness if it's unavailable.
Otherwise, I'd say add them at the same time. Your tank should be well enough cycled to stand the bio-load, and this will reduce potential aggression. If you plan on adding a shy fish at all, do it first.
