will this light work?

wanting to grow some plants in a 15g and was hoping this lighting would work because it is fairly inexpensive? and would I need 2?

I found them at canadian tire... ( canadiantire.com ) sure you can get them at other places in the flourecent bulb section, or at a gardening store of some kind. I'll have to go back and look into them some more, the website didnt have any information that I didnt already have about them
