Please help!!!!!!

I have yet another problem. It would be great if someone could help me.
Last weekend i purchased a scooter blemy to add to my tank.
I now have a regal tang, 2 cleaner shrimp and some blue legged hermit crabs.
Last night i noticed one of the cleaner shrimp was picking at the scooters tail. At first i thought it was just cleaning him but when i went for a closer look, the shrimp aws actually picking bits off and eating them. The scooters tail looks like its been eaten away. You can see a small amount of flesh and the tail bones at the end.
The fish is still swimming but not as much as before and ive not seen it pick at the sand for a while.
I cant understand why it would just lay there and let the shrimp pick bit out ot its tail.

Please help! What should i do? I dont have a hospital tank and i dont know whether to just take out the fish and flush it now. Its obviously going to die.
 
I'd guess that the dragonet's tail is suffering from some sort of rot, and the shrimp is picking off the decaying bits. Probably time to spend the time and money to set up a qt tank and treat with antibiotics.
