Is there anything like brine shrimp that can be bred in fresh water for small to medium sized fish such as betta, emperor and congo tetras?

If you have mosquitoes around I would set a thing of water outside, and then take the mosquitoe larva and feed that to the fish. It should take about a week or two. Maybe even more for the larva to show up
