Okay so here is what I have done so far:

set up 75g tank filled it with r/o water and appropriate amount of salt. Once 2/3 full put in 90 lbs of fine Carib-Sea aragonite reef sand. Needless to say it was one cloudy mess of water. Started both SEIO 820 powerheads place in the corners directing the flow to mid front center. SEt up Aqua Remora Pro protein skimmer and ran all this together for 2 days. I set the heater to heat the water to 78. Today measured the sg and it was 1.023 ...temp steady. The water remains very cloudy but is gradually clearing. I turned off the pumps and the skimmer........hoping this will help settle the sandstorm in my expensive glass box of water. I added two cocktal shrimp to the stew and I have left the pumps etc off. Should these be turned on? When should I start looking for ammonia? I am prepared and know that it will take a while to get this all settled down but at this point I am curious.......

You might turn one of the pumps on for the moment, just to move the water around a little. The water will clear soon. I was impatient and used a quikfilter to remove some of the finer debris when I first added the sand.

You will probably see ammonia within a day or two. After that, expect the process to take several weeks. If you can, you might get some sand from an established tank to innoculate your sandbed.

Thanks for the input......I think I am on the right track and did a lot of research and reading before jumping into the deep end so to speak. Some were saying that I should add the live rock now but I have some misgivings about paying that much for rock to watch my investment burn away with the subsequent ammonia spike. Should I wait until everything gets to zero then add the live rock and sand? then be prepared to do water changes to bring the second cycle into line........

I'd add back the water movement. Moving water drops sediment quicker than calm water does. Just make sure nothing is pointing into the sand to keep kicking it up.
