Sick Fish??

I just added 2 tiger barbs to my 29 gallon aquarium (barbs are currently the only fish in the aquarium). One of the barbs is vert active, but the other just hangs out at the top close to the heater. Is he sick?, or is this normal?

Temp is 78 degrees

They need to be in a group of at least seven. The other one is probably being bothered by the active one. They are schooling fish and tend to be very nippy if there aren't enough of them.

Some schooling fish will also get near the glass so that they can see their reflections.
 
I wouldn't worry. It just takes some fish more time to adjust to new surroundings.

It wouldn't hurt to buy more of them though.
