Can someone one tell me how to clean sand in my tank? My LFS said it is more of a pain. I stir it up then just skim over the top of it with my Siphoner, that right???

You shouldn't have to clean it at all. Just get some hermits and maybe some stars to do the dirty work. I'd say a blue legged hermit per gallon is about right. If the tank is decent sized, I think the serpent and brittle stars work will work well, but I'm hoping someone will give their 2 cents.

What kind of sand is it?

Generally, you do not want to wash the sand. All the super-particles, that will cloud your water for a while, will end up being a very important part of your sand bed once they settle.

Its in A 55 gallon tanks that is only 5 weeks old

O yea I was told to use Part Silica sand from like Menards the a few bags of LS. So there is no need to Stir up the sand then go over the top of it with a gravel cleaner. Star fish and hermits will do all that??
