What is a safe tank for a 3 foot wide space ?
Is 46 gallons too heavy ?

Need a few more details. 3 ft space, is that width or length? What is the other dimension? How far are the joists spanning? Is the tank parallel or perpendicular to the joists? Is this a house, apt, new, old. Is there any additional support like a pillar below? Are you positioning it closer to a corner or center of the room? If the room is big, it will have a center beam that the joists connect to. Given no other info, I would say the floor can most likely support 46 gals.

I believe it's 16 inch spacing in a 50-55 year old "raised ranch" house.
3 foot wide tank, @ 16 inches depth. 3 foot wide footprint
would be perpendicular to the joist length.
If I get this tank, it would be positioned about 5-6 feet away
from a beam that runs across the width of the house. The joists
sit on top of this beam.

Sounds good. You shouldn't have a problem. The joists sitting on top of the beam is better than being nailed to it (like with joist hangers)though that would be ample too. As long as you have that center support and the joists aren't "over-spanned", you're o.k..
