Filters and water changes

Hey guys,
so i have 2 tanks one 20 gallon and one 10. For some reason I cant clear up the water in the 10. I have had it alittle less than a month. How soon do i change the filter. Also in my 20 i have a biowheel marine land filter, as oppose to an inexpensive filter in my 10. Does that make a difference? i have changed the water twice in the 10. its so foggy

The 2 main reasons I know of for Cloudy water (whiteish) are Bacterial bloom and air bubbles. If it is bacterial bloom than it is in the cycle process for some reason. Do you understand the nitrogen (break in) cycle?
 
I have a little secret. I use it in my 2.5, my 5.5, and my new 10. I change about 10-15% of the water EVERYDAY. Take a cup and remove what would be about a tenth of the water in your tank and refill with the same temp/dechlorinated tap water. Trust me this helps in so many ways: keeps ammonia level down and keeps the water clear. Try it- just 5 minutes everyday will make a difference.
