I have a 40 gallon saltwater aquarium,In it is two blue damsels and a yellow tang, conditions are perfect.I am thinking of upgrading to a reef. But I can get a light but I want to know if I can run a reef off of a three stage bio wheel filter, a protein skimmer, and 40 or more pounds of live rock.Because I heard that live rock is a better filter than a wet/dry.So I could have a natural filter. Any comments or answers are greatly appreciated. And the reccomendation of any product!

The live rock should be able to take care of the biofiltration without any problem at all. In fact, I would ditch the biowheels as well. Live rock, a good skimmer and a lot of circulation is most of what you need for a reef.
Depending on what you are keeping your Turnover rate should be atleast 20 x per hour.
Also adding a DSB can be a good idea, as it has far better de-nitrification abilities than LR, but it will depend on the amount of fish you will want to keep.
And the Yellow tang will get too big for that size tank.
