How about you put them in the tank how you like them. It's kind of hard to tell you how to arrange them.

How big is the tank?

If the tank is larger than 30 gallons, I would say those rocks are probably too small to be centerpieces, so they would probably look better off to the side of the tank. Instead of laying the rocks flat, place the rocks vertically in the gravel and maybe at an angle, leaning on other smaller rocks for a more dynamic look. If you get enough rocks, maybe you can build your own underwater Stonehendge.
