HEy all, Im cruious If i could get away with using a proteim skimmer, and around 50lbs of live rock in m 55g no other kind of filtration????? Trying to get some tanks setup on a budget.

Maybe get a emperor 400 3 stage filter, fairly cheap and will keep the tank cleaner, what substrate are you using like live sand or what? But still you will have to keep the tank really clean, sw fish are delicate. (sorry for any spelling mistakes, kind of in a hurry)

You should be just fine with live rock and a good skimmer. Just ensure that you've got enough flow with some powerheads.

how often should I do a water change like this? What would the benefits be of adding a 10 gallon refugium

You should be fine with that set up,"depending on what your stocking with ". IME the filters will cause more problems than they solve. Do your water changes every couple of weeks unless you see an issue on a test kit then do water changes and post here ;) until the issue is resolved. This doesn't include topping off which should be done at need.
What are you going to put in there AZ?

probly 3-4 nemo's maybe a dward lion fish, lots of inverts, and maybe 1 or 2 other fish
im quickly seeing this tank turning it a dwarf lionfish tank...... hahaha
the lionfish will most likely eat the ocellarus clowns as he gets larger. plus, you may have some serious fighting between the clowns. the ocellarus are much less agressive towards their species, and often can live in groups, itll jsut be a male, a female, and the rest juviniles. but although it is possible, i would suggest to stay away from anymore than 2 in my own personal opinion. and watchout for the fuzzy dwarf (or dwarf zebra, ect)they will most likely eat whatever they can fit in their mouths, including your little clowns... you may want to revise that option. you can get a very small fuzzy dwarf, ut he will eventualy grow to the size that oculd easily eat a full grown ocellarus clownfish.

and to add one thing to yoru original question: i would run some carbon in the tank too. you dont need any mechanical, but jsut stick a filter bag or two of carbon in your bubble reducer, or refugium or sump or skimmr box...just somewhere to take away smell, color, and other problems caused by a lot of organics.

I have a 55-gal FOWLR on a Coralife Super Skimmer 65 and it has been wonderfull. I think you should do just fine with a skimmer and plenty of live rock.
