I am curious how much of say tonga rock will transfer to dead rock equal weight???? Will it eventuall look just like the tonga or be lacking some stuff?

I don't know what you mean if you mean that will some once was live rock that has been out in the sun for 2 weeks baking on the window sill (not that you would do that) ever be live again if mixed with some fully cured rock then the answer is probably yes the rock will become populated again with bacteria and other life.

I mean say I bought 10 lbs of live rock and 10 pounds of lace rock... how populated will the lace rock become??? Will I get any pods to grow on it or hitchhikers go to it

yes, stuff will grow on the lace rock, and new critters will inhabit it, it just might take a bit

Then press the Apply Changes button at the bottom of the page

Absolutely, all of the mobile life and a surprising number of sessile species will move to the lace rock. As far as the algae goes it should be pretty much impossible to tell what was live rock and what was just dry coral or other filler after 3 or 4 months with good water conditions.
If you are going for a reef you can also colonies of critters transplanting them all over the tank . Watch for any infestations of hazardous critters like certain , etc. very closely at this stage because they can colonize your tank very easily to.
