ok here is the scoop.

30 Gallon tank has been set up now for about four months, Filter was replaced a month ago. I do, do water changes every two or three weeks and at that time i clean the gravel. I use tap water conditioner when i clean, and I also use ammolock. So i have yet to lose a fish but just as early as today my tiger babr is upside down letting the current take him around the tank, I also have a dwarf Gourami that isn't looking to healthy either. The gourami hangs out up at the top of the tank just sitting there 24/7, he has been hanging on now for a long time but doesn't look to be getting worse. I noticed that he gets picked on alot by 1 male and 1 female swordtail. They don't have any kind of fin damage but they all look like they are breathing very heavy. Ammonia is ok, nitrates are ok. What can i do to save them?

my tigers,i've noticed will sort of headstand and freefall somewhat. But i noticed that i too have one that doesnt seem to be okay and is just letting the current take him and can only swin in short bursts. his dorsal fin is clamped also. I wonder if they are possibly prone to swim bladder trouble? If yours is giong vertical from time to time but is swimming normal most of the time, no other problems this may be normal. they are goofy fish. My amm & nits are 0. and nitrates never above 10

Start by doing a 50% water change, make sure the new water is the same temp as the old, use a good conditioner. What is your nitrites? You also need to clean your gravel every week. By removing that much water - start doing that every week - you are removing lots of pathogens and bacteria. You're giving your fish their best chance to fight off any infections.

Have you introduced any plants or any other fish lately? Do their gills look swollen?

Sounds like the aquarium is going thru a new cycle to me as a result of changing the filter. If you have the tests you should check your ammonia, nitrite, and nitrates. If you show either ammonia or nitrite then you will need to start doing water changes.
