I would certainly assume that "BN" refers to common much more frequently than the L182. There are tons of different species of pleco, normally if somebody has gone through the effort to get a rare one they'll make sure to mention it. For instance I would never refer to my L183 (ancistrus dolichopterus) as a BN or my L204 ("flash" panaque sp.) as a clown. If he is talking about BN then the ceiling for growth on them really is 5 inches. But you have a point that without definitive species ID it is hard to say as there are as many sizes of pleco as there are colors.

The vast majority of BN plecos in the hobby are some variation of this:

http://www.planetcatfish.com/catelog/species.php?species_id=49

There are a lot of other Ancistrus species some of which get to 8 inches or close. However most people will have gone to effort and expense to acquire them and would at least have an L number if not a scentific name and/or collection point.

I am curious about the 8" albino BN plecos. Are the long-finned? I have a female long-finned that would be 8" with fins, but her standard length(to the base of tail) would be 4 to 5".

Very common for the males to get 8", I have seen them in person that big, go to san francisco the lfs there has a bunch of 8" albino bn. I was actually prepared for somebody to say this.http://www.planetcatfish.com/catelog/species.php?species_id=147
